Salt water license ????

someone just told me as of 1/1/09 that there is a license for salt water is this true or just a rumor I know other states have but last I knew NJ didn't have one can someone tell me whats the latest on it I know they have talked about it for years did it actually happen please e mail me at Lboyce95@optonline.net or just post here and I will try to look it up later

Long and short there is going to be a Federal Registry...which right now will have no charge but as of 2010 there will be a charge. This is unless a State has a Salt Water License in place.

If a State has no salt water lic in place when the charge is levied all the monies go to the Fed, if the state has a lic, the money stay's with the state.

NY will have a salter water lic this year, so if you fish Raritan Bay etc, you will need a lic on the NY side.

You can bet that NJ will have a lic in place by the end of the year as not to lose out on the $$$$$$$$$$$

There will be a mandatory Federal Registry for all states without a salt water license.
This was supposed to go into effect on 1/1/09 but it has been moved to 1/1/10.

If the state has a saltwater license that meets the requirements of the Federal Registry, you will not need to have both.

It is to be free the first year. After that there will be a fee for the 'registry'. Any way you look at it, it will be a tax revenue, either for the state or for the federal government.

Federal Saltwater Fishing License Sought

For the second year, the Reagan Administration has sought to defray rising budget costs by requiring saltwater fishermen to pay at least $6 for a license.

"Direct charges to users are appropriate because those who benefit from the service pay the cost; the taxpayers do not," said a passage in the President's budget proposal for fiscal 1988.

No lawmaker stepped forward last year to sponsor a bill supporting the proposed licensing fee, Mark Brown, an aide to Representative William J. Hughes, Democrat of the Second District (Atlantic, Cape May, Cumberland and Salem Counties and parts of Burlington and Ocean Counties), said in a telephone interview.

This year, Mr. Brown said, the Administration may try to slip the fee through Congress as part of an overall budget package.

Administration officials say that the user fee would yield $100 million in fiscal 1988. Half of the fees would go to the state, $28 million to the National Marine Fisheries Service to offset budget reductions there and the remainder into the General Fund of the United States Treasury.

Mr. Hughes and Representative H. James Saxton, Republican of the 13th District (parts of Burlington, Camden, Monmouth and Ocean Counties), represent most of New Jersey's coastal region. They called the fee "unjust and unfair."

Mr. Hughes and Mr. Saxton said that sports fishermen already paid $150 million annually in excise taxes on fishing equipment and motorboat fuel.

"It is unfair to impose yet another tax on recreational fishermen, especially when the revenues would not even be used to enhance fisheries or benefit area fishermen," they said in a joint statement.

The lawmakers also said that the proposal would hurt New Jersey's tourism industry.

"In New Jersey, charter-boat operators estimate that as many as 90 percent of their customers are people on vacation," they said. "Imposition of a Federal license would likely discourage many of these fishermen, and seriously damage the charter-boat and tourism industries in coastal communities."

This will really be a pain for those of us who primarily fish Raritan Bay. We're going to have to (at least I will) buy 2 licences every year once both states get it going.

If they're going to do it anyway, I hope they just expand the freshwater license into salt water so we won't have to get 2 licenses for each state.

I primarily fish Raritan Bay myself and it's tough enough to stay in compliance with the same area having regulations from two states and if this state license thing goes thru it makes even harder,I believe they should have it as following the regs of what state your from,similar to NJ and Pa fishing the Delaware River.as said NY is having a salt water license this year and if the CO's are out there checking NJ boats there going to hit the jackpot.    Kez

Again, Uncle Sam with his had in our pocket. A new license to fish here in NJ, multiple licences if we are fishing boundary waters. Do you think NJ will simply add a "Saltwater Stamp" to the already existing NJ freshwater fishing license, or make us actually purchase 2 separate licenses to fish in NJ ? <'((((><

Maybe someone can shed more light on this.  It appears that a bill was introduced into the NJ Assembly and Senate back in November.  It's intention was to create a free saltwater registry in New Jersey.

I'm not sure what the status of the bill is.  Maybe Ant or someone can update us?

TRENTON - An Assembly committee signed off on a bill Thursday that would create a free saltwater fishermen's registry in New Jersey.

Bill sponsor Assemblyman Nelson Albano, D-Cape May, Cumberland, Atlantic, pledged he would work on keeping the registry from being a burden on the state Division of Fish, Game and Wildlife, despite an estimated cost of as much as $1 million.

The bill comes as the federal 2006 Magnuson-Stevens Fishery Conservation and Management Act requires the National Oceanic and Atmospheric Administration to create a National Saltwater Angler Registry by Jan. 1. The goal is better wildlife data.

The federal legislation also allows them to collect an unspecified fee by 2011.

It is also sponsored by Albano's Democratic districtmate, Assemblyman Matt Milam. State Sen. Jeff Van Drew, D-Cape May, Cumberland, Atlantic, is sponsoring companion legislation in the Senate.
