When do the regulations usually come out for the year?

As Joe said March/April   however if new regs are not issed old regs remain in effect unless otherwise stated until new ones are passed/published

The last few years they have not come out until after the flounder season has opened. So the end of March is a good bet. When they are published, they can be found at the following link.

last year my family flipped when flounder opened ,I was pulling out of the driveway w/ the boat as my wife was getting ready for the family funtions .lol

I agree with the folks.  March.  But, Al Ristori could have the info once it's known.  Well, looks like in 2008 it came out on April 3.  But, Mr. Ristori may have it before.

Better not accidentally drift over the line....

According to the NMFS and ASMFC, NY passed it's quota for 2008 by so much that it used all of 2009's quota and part of 2010's quota.  We all know how well they GUESStimate and how well they can count, so who knows?  It should be interesting :-\.
