New Jersey is allocated a commercial harvest quota of striped bass under the Striped Bass Interstate Fisheries Management Plan as administered by the Atlantic States Marine Fisheries Commission (ASMFC). Since New Jersey does not allow netting or sale of striped bass, this quota was transferred to the recreational fishing sector resulting in the origin of the Striped Bass Bonus Program.

Yes, it is illegal to sell striped bass in NJ.

     No person shall sell, barter, possess for sale or barter, or offer for sale or barter any striped bass, whether caught within the jurisdictional limits of this State or otherwise, provided that this section shall not prohibit the shipment or transportation of striped bass from another state or country into the State which is destined for shipment or transportation out of the State or prohibit the sale of commercially raised hybrid striped bass.

Are you sure they were not hybrid striped bass that were farm raised?  I see these a lot in the food stores.  They are technically hybrid, but they selectively breed the "black" bass out of them so they look and taste just like pure strain, wild caught stripers.  However, they are a cross and are sterile and cannot reproduce themselves.

Not sure as they had them covered in ice so it was hard to see the sides

Did they look like shorts, too?  Most of the hybrids sold for food are 22-24" or so, give or take.  So they would look noticeably short.

If it was a super market and not a small store, I am sure they are not breaking the law.  However, stranger things have happened!
