Effective November 1, 2012 the Recreational Black Sea Bass Fishery Will be Closed for 2012 Fishing Year

NOAA Fisheries today announced that the 2012 black sea bass recreational harvest limit has been reached. Effective 0001 hours, November 1, 2012, no one may fish for or possess black sea bass in Federal waters for the remainder of the 2012 calendar year, unless issued a commercial moratorium permit and fishing commercially.

Says Rec Harvest has been reached.....so if you do not possess a Federal Permit, you can still fish for them inside State waters.....thats the way im reading this.....
The State will meet tho and most likely fall inline with the Federal Closure as well

The 2012 black sea bass recreational harvest limit has been reached. Effective 0001 hours,
November 1, 2012, no one may fish for or possess black sea bass in Federal waters for the
remainder of the 2012 calendar year, unless issued a commercial moratorium permit and fishing
commercially. This closure also applies to vessels issued a Federal party/charter permit fishing
in state waters. Vessel owners issued Federal permits are reminded that they must continue to
complete and submit vessel logbooks.

Sucks big time.  Us recreational fishermen & fisherwoman , always get the shaft, while the commercial guys laugh all the way to the bank.

NOAA - the same agency who puts out the marine forecast also regulates the fisherman. They seem to have failure down to a science. It's the only thing they are good at.
