reading NOAA chart

Q: when looking at my chart there are several spots that are marked in a block that reads obstruction and fish haven. What exactly are these? dump sites?, mini reefs?

Also, the depth isnt really marked in these zones. Why?

Artificial reefs. If you search google or this site you will find resources from NJ that list all of the reef sites with coordinates, depth, and type of material.
