I'm not a fisheries scientist, and don't pretend to be, but I would personally rather see a 2 fish limit with a slot than a 1 fish limit that doesn't protect the big breeders.  My 2¢. t^

I'm with Bob on that. Big breeding stock is better off in the water than lying on the dock. Catch, photograph, and release the big ones when you need to brag. 
I've spent most of my life fishing, the rest I've just wasted     <'((((><

Sort of a Catch-22. Do you take the current breeders or the future breeders? Take all the smaller fish now and what will we have left to breed in the future?  5hrug

Slot limit seems to be doing well for reds.
