Right Tide for Flounder?

As the flounder fishing begins to heat up, which tide provides the best opportunity to catch some flatties.  I always thought out going, however, it seems like the incoming is producing fish?

The rule of thumb is the outgoing will be the better tide. The incoming will bring with it colder water.
As I said, rule of thumb. As we all know, nothing is set in stone when it comes to fishing.  t^
