Striper Rules?

Ok so I've been reading up on how to catch some stripers. Before we go out I wanna know for sure I've got the rules down. 28", 2 fish per person on board, and they need to be caught within 3 miles of shore?

The length is understood. It is 2 per person and not 2 per vessel correct? The 3 mile rule doesnt make sense. Is that the proper interpretation of the rule?

You pretty much have it down pat.

The three mile rule is because three + miles off the beach is Federal waters. Federal regulations do not allow possession of striped bass.

Inside of three miles is State waters. You can possess two striped bass per person and a third striped bass if you have a bonus tag. You can get this for free from the state.

Twenty eight inches is measured from mouth to tail. It is permissable to squeeze the tail to get a longer length.

You're right Bob, $2. But, I believe the $2 is only if you get it on the internet. If you send away and get it snail mail, still free. But who does that now a days?  ;D

Hmmm. That is retarded about no stripers in federal waters. What's the difference? I know a rule is a rule, but is this a legit one that actually has a just cause behind it? Or the feds flexing their fed muscles?
