It's per all registered/licensed occupants of the boat to my understanding. So if your wife is sunbathing and not registered, she doesn't count.
I got this from the NJ fish and game. "As someone else already responded on that page, the limit is per person fishing, not how many people are on a boat, etc."
i know this when it comes to party boats/charters.. but if you get boated on your personal vessel, and you are by yourself and 2 kids (for example), nobody can prove who caught the fish.. at that point, and only that point should it be looked at as a boat limit and not a personal limit.
